Lazdins to Head Howard P&Z
Howard County Executive Allan Kittleman has appointed Valdis Lazdins to lead the county’s Department of Planning and Zoning. Lazdins replaces Planning and Zoning Director Marsha McLaughlin, who retired after 27 years with the county.
Lazdins currently serves as chief of research and special projects at the Montgomery County Planning Department, a post he has held for the past three years. In this position, he has conducted analyses about the county’s land use related to economic, demographic, housing and other development trends. Throughout his career, his focus has been on land use planning, site design, plan implementation and code writing.
NGC Names Rand VP Ops
Northrop Grumman Corp. (NGC) has appointed Kay Rand vice president of operations for the company’s Linthicum-based Electronic Systems sector. Rand will lead a newly-formed part of the organization that integrates sector-wide infrastructure elements.
Valerio Shock Exits CRTC, East Comes Aboard
The Chesapeake Regional Tech Council (CRTC) announced that Kris Valerio Shock, the council’s executive director, has submitted her resignation to accept a position with a Baltimore-based public relations company. Shock’s departure comes after seven years with the CRTC. She is credited with successfully transitioning the former Anne Arundel Tech Council to a regional business organization, including growing membership from 200 to more than 300 member companies.
Also at the CRTC, Heather East has signed on as director of membership and operations. East has spent 15 years working for nonprofit organizations and trade groups in the areas of advocacy, communications and marketing.
Hogan Companies Adds Trio
The Hogan Companies, of Annapolis, has added David Katz as chief legal officer, and Keith Fuller and Joe Lomangino as associates.
Katz spent the majority of his professional career in private practice in Annapolis; Fuller was co-owner of The White Warehouse in New York; and Lomangino owned and operated a custom construction company, where he built approximately 200 custom homes and renovated more than 1,000 residences throughout Maryland.
Smith Promoted at M&T
M&T Bank has promoted Greg Smith, vice president, to team leader of the Howard County Business Banking Group. Smith has been at M&T Bank for 11 years and most recently served as a relationship manager in Annapolis.
Schmidt, Watson Join HCC Board of Trustees
Kevin Forrest Schmidt and Courtney Watson are the newest members of the Howard Community College Board of Trustees.
Schmidt is assuming the remaining term for a former trustee and will serve through June 2019. Schmidt is the vice president of government relations for Smiths Group; Watson will serve the board through June 2021. She is the vice president of sales for Rossmann-Hurt-Hoffman, a regional insurance brokerage, and recently completed two four-year terms on the Howard County Council.
New Staff Officers at HCGH
Howard County General Hospital (HCGH) has announced two new professional staff officers have accepted two-year terms. They are Mary Pieprzak, M.D., president; Stephen Villanyi, M.D., vice-president and secretary/treasurer.
Pieprzak joined HCGH in 1996. She received her medical degree from State University of New York at Buffalo School of Medicine, and completed her internal medicine internship and residency at the University of Connecticut Health Center; Villanyi a member of the HCGH staff since 2008, attended medical school and completed his anesthesia residency at the University of Toronto.
Fisher Replaces Logan at WCC
The West Anne Arundel County Chamber of Commerce (WCC) has accepted the resignation of Donna Logan as chairman and board member. Randall Fisher, of the Fisher Law Office, has assumed her duties of chairman.
Tong Cited by State CPAs
Howard County resident Dalton Tong recently won the Frank Blacklock Award as Accounting Educator of the Year from the Maryland Association of CPAs. Tong is on the faculty of The Johns Hopkins University’s Carey Business School.

Griffin Joins Comcast’s Beltway Region
Comcast Cable has announced Troy Griffin’s appointment as vice president of customer service strategy and operations for the company’s Beltway Region, which includes Maryland, Virginia, Washington, D.C. and two other states. Griffin led customer service efforts in Comcast’s Western New England Region for the past three years.
Award for AACC’s Toman
Robyn Toman, professor of mathematics at Anne Arundel Community College (AACC), recently received an Education Excellence Award from the Northern Anne Arundel County Chamber of Commerce for redesigning the pre-college math curriculum. Toman has taught math at AACC since 1999.
M&T Promotes Simmons
M&T Bank has promoted Barbara Simmons to group vice president for the Baltimore and Chesapeake Commercial Real Estate Group. In this role, she manages a department responsible for a $2.5 billion investment commercial real loan portfolio.
NGC’s Greenspan Honored by IEEE
Marshall Greenspan, a distinguished scientist who recently retired from Northrop Grumman Corp. (NGC), has been selected by the Institute of Electrical and Electronic Engineers (IEEE) as the 2015 recipient of the Dennis J. Picard Medal for Radar Technologies and Applications. Greenspan began his 50-year career developing modes for the radars on the Navy’s A6-E aircraft.

HTC Hires New Director
The Howard County Economic Development Authority (HCEDA) has named Tracy Turner as director of the Howard Tech Council (HTC). Turner was promoted from her position as director of programs at the Maryland Center for Entrepreneurship (MCE), the incubator where the HTC is based.
